Okay:
You have to be more than a new member. You have to have a good track record, and have a lot more than 5 posts...
You also have to be over 18 and have no infractions.
I am vaguely reminded of people entering a clan and asking for elder...
They recently selected a few new mods and as the community grows they add more in the future. The quick links above will bring you to the list of mods and SC staff.

ZachUVA, I believe, is the most recent mod, who was chosen about 6 months ago. As the forum community grows and diversifies, supercell will elect new mods based on the qualities above.

As others have said, you need to be at least 18 years of age to even be considered, if/when the time for more mods comes around again. Ill go ahead and close this as your question has been answered.
