By giving more gems away they have reduced the relative costs of boosts compared to pre-update. This will encourage people to use them. It's simple quantitative easing that the US and UK have been doing in the real world for the last six years.
Over the next few weeks i think we'll see a general improvement in loot.
Now you will ask why they didn't just reduce the price of boosts even further instead?
Well the answer to this is that if they did, they would lose a large element of control. This route however means they can simply adjust their algorithms to dictate how many gems the average person gets - and they can do all that server side without anyone knowing.
Now if they want to increase boost usage further, they can simply increase the spawn rate of gem boxes and they'll know what %age of those gems will go into boosts.
Similarly, if they see too much loot in circulation, they can drop the spawn rate and the knock on effect will help to reduce loot.
