First of all id like to say it really isn't the end if the world that clan chat is a bit quiet. And that secondly a co-leader threatening to leave shouldn't be a co-leader. It could just be that people are busy recently due to work, school exams etc (I know I am). Another reason could be that there not really interrested, spark there interest with competitions etc, a trophy push really bands people together making them want to talk :). Or I could just be your members, cycle through people until you've got members that your happy with and maintain there interest in your clan. And the final resort of course is to merge with another slowly declining clan, will cause a buzz causing people to be active again.

You can advertise on Clash Of Clans Builder. They show your requirements, so only people that you want will come. It works well for my clan.

My suggestion to you is to create communication between you and the other elders/co-leaders on a separate app or website. Tell them your vision for the clan and the type of members you want to compose the clan (active, chatty, experience level, troop level, etc.) Get their ideas and allow their input as well. You will want to foster that type of environment amongst your clan "leaders."
And then stick to that vision. Remove those elders or members who aren't moving in the same direction as you and your elders have envisioned. Give your super active members an opportunity to "earn" elder. And empower them once they do. That in itself will provide motivation to your clan members to strive to be top performing.
I have also found that completions within the clan are a great chat booster. It gets everyone on their toes and the energy level is high during those times.
And last but not least--be the type of leader you would want if the shoes were reversed. Be all the things that you want your clan members and elders to be. A great leader leads by example. :)

Thank you everyone for your response. I will disband one of the feeders and kick the members that are not chatting. Sadly there are too many people that are not chatting so the clan would be like 30 members or so...
