Really need help with my clan

What I recommend is that you make sure your elders are active, starting conversations so new members don't feel shy and insecure, have them recruit, and hold the clan up, and just support you when you need it most.

I've learned from experience, if a member doesn't get a nice welcome, they will either leave, or stay but never talk. If you welcome them, and make them feel welcomed, and at home they will more than likely stay. You and your elders need to focus on that.

I always welcome people, but I have no idea what goes on when I'm offline. Another problem that occurs in this is that I have no idea what's happening when I'm off. So not sure if all elders are welcoming, but when I'm on and a new member join, I see elder welcoming them.

I'm not really planning to go to another clan. I have clashed since April and I was planning to be leader one day, here I am now. My clan is still fairly new, I just hope I can go around this problem.

I read it. Your problem is that your clan is too bad. You have to work your way up.

Well TBH I do understand what your saying. I had a clan "Primarch", was a decent 20-22k cup clan. However I wasn't seeing the development or activity across the clan that I was looking for so eventually I grabbed a few of the most active members and began a new. We started this new clan 4 days ago and will look to grow slowly but with the right people, tight requirements, etc. I left some great friends I'd been with since I started Clash and will probably bring 8 or so more with me in time. What I've seen so far is that with me taking myself and the couple most active, chatty, positive players with me was that I'm not really noticing a difference of going from 45 to an 8 person clan lol. Probably not the right way to do it at all, but it's what I did.

Well here's the thing... They were your elders right? You selected them in the first place?

So why did you select those elders? Define the criteria that you believe would make a solid elder/co-leader. Write it down on a bit of paper (how old school is that eh) Once you have done that review it. Double check it. Then scrunch its up and throw it away, leave them to it and go join another clan to save yourself the bother.... Only joking with that last bit.

You have to be able to rely on your elders, i would have no issues making 90% of my clan leader, even though they aren't elders because i know they serve the clan. NOT me.

A clan is NOT about you, its about everyone in it, if there is a bad egg, it needs to go before it spoils and leaves its rotting, rancid stench lingering for weeks or even months. As leader you have to make those judgement calls but your not alone in those decisons, or shouldn't be.

If you dont have it, set up a communication app outside the game, this will enable you to exchange ideas about how to kick start chat.. Maybe run a little internal competition to get things stirred up.

Finally dont be too harsh on people, sometimes chat dies because people are busy irl, or they are just fed up clicking next and decided to go do something else for a change.

I hate to be rude, but a quick glance at your base indicates that patience is not one of your qualities. If you want to be a good leader, you're going to have to learn that. More specifically, you need to set requirements and stick with them, even if it hurts your clan in the short run. Your clan description says level 60+, but I see 4 new members that don't meet that requirement. Set reasonable requirements (whether they be level, donations, activity, whatever) and stick to them, even if it means dropping below 40 members for a bit.

Thank you for taking your time to offer me advice :)

The elders chat a lot, that's the good thing. The bad thing is that when they start up a chat, nobody is on, or just ignoring, feeling like it will be a boring conversation (not sure if I mentioned that in OP). Like when they say hi then say something that could help the chat, that works only some of the time, but never always. Also a co-leader seems to be chatting a little less, I will have to see if he is truly chatting or not because I can't imagine a co-leader not chatting.
