There are a lot of strange suggestions in there.
Ultimately the game needs to make having trophies more valuable, and wanting to be in higher leagues more appealing - it would resolve a lot of the problems in the game at 'resource farming' levels.
If loot was decent and sustainable enough in high Crystal/Masters, I would be there all the time. But that IS the problem, the army cost there is far too much higher for not a whole lot more loot. Resulting in less profit per hour. So I have no plans to stay there [unless I want a serious DE injection]. And of course I am far more likely to lose more on defense as well.
Things such as the following would help more IMO:
*League bonus for winning on defense.
*Boost league bonuses again.
*Let us use heroes while upgrading.
If those 3 things happened I would be in high Crystal/Masters right now. But they don't exist, so I'll bully weak TH9s and TH8s in gold leagues with my hall in the corner instead. More fun, don't need to rely on heroes, lose less on defense and make more net profit per hour.
1/ Reduce the amount of cups for a failed attack/ successful defence from the 3 star values to the one star value, ie from 15-33 to 5-11.
The reason loss is so high is that it is based on trophies. If you attack someone with e.g. 200 trophies, it wouldn't be fair that you would only lose 7 trophies.
2/ Make it so xbows only function when the defender has over 2000 cups and inferno towers only work when the defender has over 2600 cups. If they are under these values then it will function as if it is out of ammo.
Terrible. Think of all the farmers. Imagine I spent 40K loading my X-Bow and I get attacked. I have 1967 trophies. Uh oh! Town Hall 10 attacks me. GASP, my X-Bow is inactive! I get 100% loss. Same for TH10.
3/ Double (a guess the exact value would need to be tested the idea is to make defences more common in champs) the damage from xbows and inferno towers when the defender is over 3200 cups.
By far the worst. Inferno Towers can do over 1000 damage, and imagine DOUBLING. Now I will mow down all the Golems, Witches, and what not. This would make every attack for Champions nearly impossible.

Maybe if you didn't approach this with as large an ego as you seem to have people would consider your ideas quicker.
I think that disabling certain defenses if you at a lower level is a decent idea, it wouldn't bother me. But then something like that would have to take place for every single level, all the way down to 2. And even if their defenses are disabled that means they still would have stronger attacks. So should we disable some of their attacking ability too? I think the loot bonus/penalty is a pretty decent solution to higher players dropping too low, and it encompasses attacking and defending.
This is flat out a terrible idea. First off, you want to totally cripple TH 9 and 10 farmers by making there best defenses useless? Some people worked hard for the inferno's and bows. THEY HELP ALOT.
