Change TH penalty for Level penalty
My suggestion is to change the actual TH penalty for the difference of levels among the attacker and the defender.
I think this way would be fairer because the TH difference does not consideres the time the players are playing and upgrading their bases and troops.
People who has level 100 drop the trophies and are attacking people level 50 to steal resources. It's impossible for this weaker to defend and to revenge.
These stronger player should attack strong ones. If they want to attack weak ones they should have a penalty based on the difference of the levels because the level of player represents very well how a village has improved defences and troops.
In the other hand if a player with low level attacks a stronger one he should be able to steal more resource.
In orderr to force ppeople not to upgrade their TH soon you could create a restriction where only player of a current level could upgrade their TH.
