I always recommend MAXING everything first before going up a Town Hall. At least MAX all defenses before upgrading. Walls aren't really crucial and if they're all at least level 7+ before you upgrade you should be fine. I'm currently going up to TH9 and will be there in 2 days or so. I MAXED everything except all walls (at like 55 skulls or so). Really, it's your call. There's lots of goodies that await you when you upgrade though.... lots of goodies...

I'd suggest working on the AT's for a bit and that cannon.
You have some other AD, tesla upgrades to go but I wouldn't say these are crucial.
On walls I think you've done enough. I'm not sure how many exactly you've done, but I decided to spend 30m gold on two lvl 3 xbows, rather than on 60 skulls.
Max all defenses and get as many walls done while your waiting for the defenses.
When you get to TH9 you'll have an additional WT, AD, AT, Tesla to take from 1-max and ofc your x-bows. You dont want to be messing around getting all your non-maxed defenses up also.
In my opinion, it's a no brainer really. Max everything of course. It's easier to bring the gold in as a th8.
TH9 will bring many new toys and fresh upgrades for you to worry about. You don't need the hassle of worrying about th8 upgrades when you're th9.
