My thoughts on why this would not work are:
1)If I were to spend 5-100 Dollars on gems, only to have them stolen from me, I would be seriously ticked off, as I imagine anyone would be.
2)Supercell would not do this as it could cut into their profits from the gems. If someone wanted gems they could just attack someone instead of having to buy them.
3)This sort of goes with my first point but, since not everyone buys gems, it is not very fair for one person to be able to lose resources while another cannot.
There are probably a lot more reasons why this cannot work. These are just my reasons off of the top of my head.
Also, people might take you more seriously if they could understand what you wrote at first glance. I'm assuming "I had the idea from you can steel gems from eatchater" translates into "I had the idea that you can steal gems from each other." However, I had to read it twice just to get past the bad grammar and spelling. Just a friendly tip, a little spelling and grammar goes a long way! :)

1.People will not spend money for gems and start raiding people for Gemz
2.(Forum) Forums will get spammed with "HEY SUPERCELL!! I SPENT £64 Worth of gems, AND THEY GOT STOLEN IN A RAID!!!"
3.And, will be abused.
