Contradictions in age requirements?

You have to be 13+ to play it, but it's rated 9+ for infrequent/mild cartoon violence.

I see 9+ in the App Store, but I think you need to be 13+ to have an iTunes account and hit that download button

I believe 9+ is the game's rating while 13+ is in the ToS
