i have the same idea, most champ bases i look at have heir storages outside main walls, unprotected mortars, etc.
Champion bases are generally designed to not get 2 starred. As long as they protect their town hall, they are happy. Seeing as they usually have max defenses, they expose their loot storage, which have high health, so that getting percentage is harder. The exposed mortar distracts while the x-bows take out the other troops.
Mortars dont do much damage on the troops used in champion league and with all those gems, who needs gold. They only use the storages for the hit points. In the core they have the th, and other defences that can have a effect on the outcome (infernos, xbows, cc) on the outside they keep higher hit point building so the defences have time to take down troops while theyre talking out storages and camps. And they have a completely different use of compartments, I'm not sure how it works but they've been sticking with it. Probably works a lot better than we all think

-Who trophy hunts with something vulnerable to mortar?
-Who expects to 3 star maxed bases?
-Who expects to win on defense?

The Mortars are on the outside not because they are useless, but because they are supposed to kill Witches and Wizards deployed in the corner. (Thats usually how a GoWiWi raid starts)
