PEKKA is intentionally ambiguous.. but SC threw in a bone to suggest that it is in some way female.. but no one knows in what way.
If the PEKKA is a robot, it could be the person driving it (inside?) is female. Or, it could be referred to as a 'she' the way vessels are (but would still imply there's a driver, who could be female). If it's driven by an AI, rather than a pilot/driver, then maybe the inventor of the PEKKA decided to call it a female.
If the PEKKA is a samurai or a knight, that's one tough woman! They do exist, though, that is... the ones who put a lot of effort into bodybuilding and athletics, or tomboys who pretty much do a lot of hard labor and heavy work typically given to men (or only allowed to, due to social rules imposed on genders for many centuries). Even in CoC, there's valkyries, who have more HP than a giant and swing an axe for huge damage to boot! I definitely appreciate strong women!
That said, PEKKA's sounds are very robotic sounding... like a cliche evil robot of destruction. So it's probably along the lines of my first set of suggestions above... the PEKKA being a machine, whether it's an AI or piloted by a possibly female someone? no one knows!
