I have purchased a $10 Google play gift card and its on my Google play, when i go to purchase 1200 gem
it says " Google play balance $10.00" then underneath it says " this payment method has been declined"
At the moment i do not know how to take screen shot but when i do ill take it and upload it.

You are not the Only one I am having trouble with it too and when I gave up and was going to buy a game on Google play it said the same here I have no answers but I too want to solve this issue

Go to this website and provide google a ID and a bill with your billing address. It worked for me
