Would be cool if you can upgrade the builder to lvl 2 and he comes with power tools and heavy duty construction vehicles

Your 'upgrade builders' idea is great, but it can be abused, and it's been ruled out by Supercell, probably for one of the following reasons:
1. Players would upgrade builders to get stuff done faster instead of buying gems to complete projects.
2. Supercell would lose profits due to decreased gem sales.
