I use a few balloons (3-6), 6-12 giants and rest archers on my TH5 alt and it crushes most bases. Just take out the AD with giants, drop a few balloons to take out archer towers, drop your archers (CC too if needed) and watch their base crumble.

At your level most guys have air defences which are neglected and left out of the walls and put on edges of the bases so a couple of archers will take care of that then bingo unleash your army of balloons.
But yeah most troops suck at lvl 1 they start getting good at lvl 4+ :)
