I'm sorry, but a th 8 designing a new town hall 11 doesn't work for me. First, the loot penalty would be huge, and if Supercell wanted to make th 11 feasible for the general public (i.e. non-gemmers), they'd need to add a lot more attacking bonuses (a new level for most troops, for example) to allow th 11s to beat th 10s with anywhere close to the same ease that th 10s currently destroy th 9s. This means a lot more than another level for drags and healers (the new pekka level is likely more than cancelled out by teslas), none of which are commonly used for farming at th 10.
That said, before I go on with some more issues, the increased space and extra walls are good ideas (though I'd only increase the space on 2 sides, and 25 more walls are plenty). Just basing off history, the level 8 tesla will probably come out for th 10, and when th 11 does come out (hopefully not for a while), it will likely offer one new defense building and level 13 cannons.
Back to the practicality issues, the addition of a th 11 would have major effects on loot. First, the increased nexting cost would chew up gold (perhaps offset by your mine addition), but more importantly, players would need at least 1 more storage of each type for various upgrades. The natural progression of cannons would dictate that level 13s would cost 12.8 million gold, and while Supercell would doubtlessly alter that progression, anyone raiding for those upgrades would suck an enormous amount out of the system (not to mention the new walls).
In conclusion, while a new town hall sounds fun (especially to people who are nowhere near it and wouldn't have to deal with the problems if would create), your proposals, though decent starting points, would require hours upon hours of analysis and tweaking (that's what Supercell's for, right?) before they could be introduced into the game.
I wasn't trying to be rude, but perhaps you misunderstood what I meant: it's a bad idea. My first sentence was an effort to put that more politely, but if you would like to post an idea and not get criticized for it, posting it on an open forum probably isn't the best idea. Also, meeting perceived rudeness with "get off my thread" would be another bad idea.
However, since you did specifically ask me to look at your idea for a new defense, I would like to point out that witches are far more effective when they are far away from the action, since they can send in seemingly endless skeletons while staying out of harm's way. I realize that you are not able to use witches yourself to see this, but it should be readily apparent if you watch a youtube video or two, or some replays from your clan. Thus, a witch-imitating defense that requires gravestones to be effective thus would lose most of the witches' effectiveness.
On a side note, since you seem to be basically inputting the offensive witch/skeleton stats into your tower idea, I would like to point out that witches themselves target ground and air (think archers) while skeletons themselves target ground (think weaker barbs). Finally, though the defense itself needs work, the idea of an anti-hero defense (not because it damages them, but because it distracts them) is a rather good one, and you might consider taking that basic idea and constructing a different new defense, probably not based on a current attacking unit. Alternatively, if you are wedded to witches, you could try to make your tower better imitate a witch to increase its usefulness.

Your alterations to the witch tower idea seem like they're heading in a good direction, but yes, I am blatantly levelist (and trophyist and townhallist and whatever other clash of clans -ist you'd like to add. For example, my suggesting significant alterations to, say, th 7-8 gameplay would make no sense whatsoever, since a) it's been a long time since I was there and I currently don't know all that much about what gameplay is currently like, and b) it would have little to no effect on me, meaning I could throw stuff at them that I thought was cool without suffering any consequences should my ideas be implemented.
Likewise, my proposing changes for attacking/defending in Champions league (where I have never been) would also be a poorly chosen endeavor. Heck, even designing a town hall 11 is probably not the best choice for me, as I am a decent ways away from maxing th 10? Does this mean I can't make proposals on these topics? Of course not. It just means that I would do better to stick to my areas of expertise (th 9-10 farming, th 9 trophy pushing, leading clans, etc.) and leave those particular topics to the thousands of people who are better qualified than me.
I understand that my point of view does give higher level players more areas to make proposals in. To me, this makes sense, since until you get to th 10, you will always have defenses/barracks/troops/spells to upgrade, regardless of the content Supercell adds in its updates. This does not mean that lower levels shouldn't make proposals (co-leaders and the barb king ability effect many of them, for example), but that the game-changing ideas should be left largely to the people whose games will actually change. As I'm getting off-topic, I will stop now, but I would like to note that Supercell (thankfully) said they are not currently working on th 11 in a Reddit AMA.
