As far as your gems, I would ask yourself how likely it is you will be able to keep all four builders busy. If you're going to have him sleeping most of the time, then it is a waste of gems. Many players are able to keep 5 builders active, but they play a WHOLE LOT.

Never spend gem on resource, ever.
As it is the 4th builder, it would be builders definitely. It is the most beneficial in the long run. You have a long way to go before AQ as you are only TH7, so it is advised you try 1200-1400 range. Good luck!
The most valuable resource in CoC is time. Not recommended to spend gems on anything else.
Builders, for sure. They cost much less than gemming time, and they help more, since you can get more upgrades going at the same time.
