A quick search could've answered this for you. I know dozens. You can snipe THs to Masters.
I was also able to get to Masters as TH 8. you are better to attack then to snipe TH, because the latter requires you to spend many many hours online.

I did at the end of last year, also a few weeks ago a guy in my clan made it to Master as a maxed out Town hall 8 using Hogs
