I strongly believe there should be an option to apoint someone as Co-Leader. I have close friends in my clan and I would like to be able to do that.
With a max of 5 co leaders
the co-leader rank should be added and have limits to what they can do like leaders can do what they can and co-leaders should be able to send messages to. leaders and co-leaders should be able to send messages to clan mates and let them know what they can do without the clan knowing

Well actually it has NOT been ruled out, what has is the ability of a leader to delete chat messages.
It has been suggested before though.
OP thank you for your idea, we encourage people to submit ideas and every so often people can point to things in the game that they thought of (I have one yay)....but it is a good idea to just check the list in the sticky first before you do so.
