are we allowed to stay?
Before recent update, penalty for upgrading th included:
1. less loot gain from low lvls (-50% loot from th -2 lvls)
2. more loot loss, if attacked by higher ths (it's not a separate penalty, it's the 1st one applied: if you go from th7 to 8, th9 gets -10% penalty vs you, instead of -50, so it works as a more loot loss for you)
3. more loot loss, if attacked by lower ths
Update removed 3rd penalty, but the first two remain as they were. Premature th9 is bad, because, it invites th10s to raid.
Premature th8 invites th9.
Your defense lvl, compared to you, as if you were 1 lvl lower, - does not matter. What matters is your defense vs your probable attacker. Updrading th makes you a valid target for higher lvl attackers. This is what makes premature th bad.

I would say no. As a permi th10 you can only get 150k out of storages a th8. This means you have to deal with th9 with xbows. This might get you in trouble if your troops are not maxxed.
And you might get hammered by nice th9 like me that are nearly maxxed :-) and farm in that range.
A th 10 Loots the exact same as a th8 the only difference is that a th10 can get raided for more resources than a lower th.
Please read about the new loot system before posting such nonsense!
The loot penalty is still in place so:
TH10 raids TH9 -> 90% of the avalible loot
TH10 raids TH8 -> 50% of the avalible loot
TH10 raids TH7 -> 25% of the avalible loot
Th10 raids TH6 -> 5% of the avalible loot
So going up as permi might get the problem worse
Dont forget the higher cost of the 'next' button. In the long run this can cost you millions compared to the 'next'-costs of a th8.

The new system will be much simpler. Town Hall level differences are ignored when the attacker is below the defender's Town Hall level. Instead, higher town hall levels will naturally carry a higher loot cap, regardless of opponent.
(New system) If defender at Town Hall level 10 has 400k gold as available loot:
An attacker at Town Hall level 10 will see 400k gold as available loot
An attacker at Town Hall level 9 will see 400k gold as available loot
An attacker at Town Hall level 8 will see 400k gold as available loot
Keep in mind, though, that loot decreases based on an attacker being above a defender's Town Hall level will remain unchanged in order to continue to better protect lower level players.
