With heavy use of gems. The op asked without gems.

During the gem boosting I tried for masters as a th9. Granted I wasn't patient enough to search through 200+ bases to snipe my way their but from my experience unless you have no life outside of clash... don' bother.

Its possible without even 1 gem used ever from day 1.
No one gem cheap boosts from Xmas or now. No gems ever.
