If you are putting a lot of game time and maxing your storages everytime, you should really get them.
I got my 3rd builder and bought the 4th and 5th when I was a TH7. The best that you can spend your gems on.
Overtook all my clanmates that started earlier than me. Now I'm a Lvl 108 TH9, maxed defenses and buildings, maxing all the walls before jumping into hell fire.

Try to get 1,250 than get 450 gems and save to 500 than buy a builder, than buy the rest of the builders. That's what I did, I have 4 builders though.
