Is there any nobility in being a top player in clash of clans?

You clearly need time and money to be No.1. You also need a great strategy (ie: alliances with other top clans where they are only allow to 1 star you doesn't hurt either).

Something I've been wondering is why I have been seeing a lot of champions with only like 500 - 1000 Town halls destroyed. Seems like a lot of people are building their bases and breaking shields instantly to rise to the top off defense. Of course this takes a very long time to do but people seem to be doing that. I could be wrong though.

Look at some of the top players humiliation acheivement status.

Well the leader board mostly shows who really doesn't have a life.

My opinion regarding the top players of this game, as well as the top players of any other MMORPG is that they spend a most of their time playing this game, and their daily routine revolves around the timing set by the game.

I never envied any of the top players of any game. I'm not the type of person who strive to be the number one player in an MMORPG. I do not strive because i know i can't afford the time commitment, after all, to be the number one at anything in the world requires you to eat, sleep, and breath that thing.

Regarding the relation to money spent? I look at it this way, IF the money/gem factor is taken out of the game, the top of the leaderboards will still be dominated by people who would spend 24/7 playing, eating, sleeping, and breathing this game. In fact, more people would be gunning for the top spot because money is no longer a factor and it's all about who can play the longest. I mean let's face it, even if you raid like a god, you won't be number one if there's someone else who raids as good as you and he/she is willing to go the extra mile and sleep only 3 hours a day. In the end, the top 400 will be filled with people who play 24/7, play any less and you don't get ranked, play the maximum amount of time and it will be down to luck in terms of matchmaking easiness, or whether you can come across that guy who just decided to quit and gives easy cups. (Note that this whole paragraph is assuming that there are over hundreds of players who has top level raiding skills, which i think it's a fair amount, given its popularity.)

So, for the average player that most of us are, top of the leaderboards is not something you can achieve, nor should you place any real hopes on achieving.

Whenever somebody tells me that he can be number 1 if he had enough gems, the first thing i'll ask is "can you play 24/7?". The answer is usually no.

As far as i'm concerned, if you can't play 24/7, you will never be number 1.
