Where can i find the official "Game" rules?

ok i have been playing ever since the game started but i just recently noticed that there is no "game rules"?

i see the forum rules but im wondering where is the "official game rules"?

What would be the point of the game rules ?

Or you're talking about the ToS ?

there aren't any official rules if you cant do something it wont let you do it
