Developers.
Eino already said that they will wait for skins to be one year old before they will be available for sale for gems.
And Darain said, not all skins will available for sale so there is chance that pekka king will be not available for sale for gems.
Also it is not confirmed that the skin will be available as soon as one year is complete. Maybe they will bring it for sale after 18 months too.
