Not all countries follow the same notation for numbers. Some use commas at the thousands places, some use periods. Some use commas every two numbers except for the rightmost 3 digits, so k & M don't mean anything to them. In the Indian system, 100k is 1 L (for lakh), and expanded it would be 1,00,000. Then there's 1 cr (crore) which is 10 million, or 1,00,00,000.
The truth is that once you are at a TH level where upgrades have lots of zeros, it's pretty easy to know how much the upgrade costs. For example, if you're upgrading a L16 cannon to L17, you'll see a 12 followed by a bunch of zeros. You'd be silly to think the upgrade costs 120k or even 1.2M. It's obviously 12M without having to count the zeroes.
