I don't think daily login rewards is not as good as it sounds- it will be better to give more incentive for the players to actually play the game and not just log in and collect gifts.
Perks beyond level 10 would put the lower level clans under more disadvantage and as such the official response is that if such perks are introduced they will be strictly cosmetic in nature.
Changing obstacles design- how?
I don't think they intend to let us collect season bank perks when we want either.
New builder is not going to come anytime soon since we got 6th builder after waiting so many years.
1. There's so many free stuff already available, we don't need more. Supercell placed a few restrictions in place, particularly increasing medal cost of builder potions and placing cooldown on purchasing hammers, so that should be enough proof that they they don't want players advancing too quickly. Your suggestion goes directly against that.
2. Supercell has said no to this. If any perks are added they will be purely cosmetic with no effect on actual gameplay, such as building or troop skins.

4. Not gonna happen. They don't even allow this to be done for the treasury so why would you think they'd allow this for the season bank which can hold way more loot than the season bank?
5. You can unlock OTTO to be your 6th builder. They're not gonna add more.
Correct, but the way I read the OP's suggestion is that he wants to withdraw specific amounts and only withdraw a certain resource instead of all types all at once. I could be wrong, but in any case neither is likely to happen. Darian has said in another post that it's a strategic decision to have the season bank unloaded all at once at the end of the season as it pumps a lot of loot into the economy, and those who don't plan ahead are the biggest targets as they didn't leave builders open to spend their loot
