No one uses lightning spells, how about a fire spell that continues to burn and cause damage?
Instead of dismissing Lightning Spells as useless, I’d like to see their effects halved as was done with Freeze. I think it would give Lightning extra utility. I don’t have a spot for Lightning in my usual setups, but I’d probably make room for a “Zap”.
Personally I'd like to see Lighting get some sort of stun mechanic. Now sure how it'd be implemented, but it would surely add some spice to it.
Lightning is mostly used for lower THs to take out ADs for air attacks. It is rarely used for higher THs as there are too many air defenses to make it effective. Adding some sort of stun ability to lvl 6/7 would be an interesting change.

ITT Lightning could use a serious rework. I also agree.
As for a fire spell, I see it being similar to the Rage/Haste relationship. My thoughts are:
It would take up 2 housing spaces.
Have it deal increased damage to buildings as you stack them. The damage for just one would have to be considerably low. Perhaps somewhere around 30%? And over a given amount of time, maybe 20 seconds?
Deal no damage to walls.
Have it deal damage to enemy CC troops.
Ultimately it would have to be very unique so as to not copy either Poison or Earthquake, but I have confidence that Super Cell could make something like this. The real question is "Does the game need it?" and I do not have an answer to that.
