The availability of loot is a function of the resources generated less the resources spent, i.e. loot is rubbish for the simple reason that player aren't prepared to leave loot lying around. i.e. players are currently attempting to spend all the resources they generate.
This happens due to the idea that they can't hold on to the loot they generate and therefore spend as much as possible, on the cheapest available upgrades in order to minimize loss.
This is perpetuated by hungry grabbing of resources by active players who are trying to do the same thing only their targets are slightly bigger in that they want to upgrade more expensive upgrades.
The nett effect is that their can be no resources available until the mindset changes.
Cheap boost have a temporary effect in abating the perception as the higher generation allows players to gather higher resources, saving up for bigger upgrades with hope that even though you are losing more you can still get to that goal, the problem is that this is an unsustainable option as a player who has to keep paying even if only a little bit will become disillusioned when seeing other players looting the resources away from them that they have paid for, i.e. you you probably find a preference shift from boosting to outright purchasing those resources and spending them straight away.
The solution is actually so simple.
Relieve the perceived impassable obstacle and the perception will eventually come to an end, the longer the situation exists the longer the perception will take to reverse
The Developers assertion that it will still take time for the loot to come right is just pigheaded at this stage, there was no change in the production of resources at the time of the loot rule change so all that changed was the perception of players, i.e. option a) Woot! I can steal more loot I am going to be rich!
and b) ♥♥♥♥, I can lose more loot, better spend it all on wall!
Nett result, less loot...
The solution:
Add more resources.
Level 12 collectors at TH8 producing 4k/hr and Level 13 for TH9 at 5k/hr would essentially change the numbers around to reverse the perception and your loot per next will go up, the nett effect will be what the developers where looking for in the first place.
