for starters hog riders have decent attack and hp 20 of them can easily take out a building in 2 seconds
hog riders are also overpowered because they target defensive buildings
but thats not the main reason hog riders are overpowered:
the reason is that they are practicaly flying troops
flying troops that cant be targeted by air defence

I personally believe they probably are OP against a TH9 as they are a single troop type attack but definitely not against a TH10 - trust me there's blood on the floor when I try to go against disco infernos with my piggies.
