I think the people who buy it won't be because it's a budget iPad--it'll be because they're looking for something that size. The iPad will stay in their home or office, and the iPad Mini will travel with them.
It will confuse a lot of Joe public buyers I reckon, Apple smartphones have half the screen size but will most likely be double the cost. Especially since these tablets are rumoured to have 3GPP/2 (IMT-2000) funtionality. I've had my mini since it came out, and been playing CoC pretty much since then. I love it. The gameplay is great. There's times when it still feels a bit small, especially when moving things in the village around...so I can't even imagine playing on the phone. I just wish I had the mini with cellular. My mobile hotspot does not seem to connect very well with CoC. If you have the cash, get the big iPad. If not, I think it's still great.

Honestly I would go for a Nexus 7 (I have it and it's awesome). What would be icing on the cake is if Supercell would support Android.
