What level do you have to reach before the loot is given by percentages?

Loot percentages are based on TH level and the amount he defender has in his/her storages and collectors. Loot bonus for league wins are a set amount at each league. For details on the actual percentages regarding TH levels, check the post by Marika a few weeks ago, titled "Important: Changes to the loot system". It used to be a sticky, but has since been un-stickied for some reason.
