a DAILY limit means it is only for 1 day. I would like this clarified as well.
is the 80 max for a 24 hour period and if so, when does it reset?
or is it more like a 24 hour penalty for reaching the 80 limit, in which case it is not a daily limit at all, but you could buy 10 on Monday, 10 on Tuesday, 60 on Wednesday and only then it stops you for 24 hours ?
this really needs to be clarified please. And why can’t we know what the amount / counter is?
and why wasn’t this information rolled out to us so we would understand such a major game change ?

But if, let's say, you hit your 80 at 10:00 on monday night, right before you go to bed.... you cant buy again till after 10 tuesday night. So you actually miss on tuesday then can get back to it on wednesday morning.?
Or do I have that all messed up?
It’s really unclear. I hit the message around 1 hour after the update yesterday. 24 hours later I still had the message. I was able to buy tools this afternoon, I have not yet hit the message again. I would like to do a transaction tomorrow, but I was assuming I would have the full 80 availability but the way you’ve suggested it’s possible that I will only have 80-what I purchased today?

I'm speculating the following. Team Hay Day didn't roll out the information because they wanted to surprise the players who broke the TOS by using bunnies and the wicked, wicked bunnies authors.
I was hoping Team Hay Day hadn't released the information about the daily limit for EMs and UMs to their Youtubers, but alas they did and allowed time for the bunny authors to adapt sooner.
Again, the above are my speculations. But I do hope the bunny authors were caught totally by surprise.

I tested it and the time seemed to reset when Alfred comes with the mail and Greg fills his rss.
According to the information I received the limit should reset at the same time as your farm “starts a new day” and every thing else is reset as well.
So like gymgirl said the same time as Alfred comes to visit, Greg has new goodies in his shop (when he’s supposed to and not with the current issue), and the WoF truck usually drives on your farm etc.
A "new day" is always midnight UTC (12AM UTC). That's when the 80 limit will reset.

BTW, I think it will be more interesting if the game resets the daily limit only after we reach 80. :)

One thing to keep in mind is that UTC doesn’t do daylight saving time. So if your country does have dst then you’ll experience a different dawn in Hay Day depending on the time of year you have.
Just adding this because in my area it’s almost that time of year again for the clock shenanigans. XD
One great website is: https://www.worldtimebuddy.com/ where you can add your time zone and UTC for example, and bookmark it! :) It remembers your selections and does take in account DST (Daylight Saving Time) in all zones. Note that UTC doesn't ever have DST.
Oh, so the game would reset the limit when you hit 80? Smartypants! :D

Is the 80 limit only for the things you buy or also for the things you get from the city and by feeding your animals?

Only things you buy in other people’s RSS.
EMs you get via these ways are not counted towards the limit. Harvesting, animal collecting, sanctuary and town gifts, buying from Greg’s RSS, NH trading system aka birdhouse requests (yes that’s new), mystery boxes, Alfreds packages, rewards for special truck events, derby rewards, valley prizes, WOF prize..

I would appreciate any info about how effective the 80 limit is so far (globally)from the devs. Not just canned answers like "let's tell them it works great because we never admit failure".
The few "Bunnies" (LynnK_TM) i know, are laughing it out in their dark spider holes so far, but maybe their egos are bigger than the big threat to SC hey imagine they are...
Ok, walking on some thin ice here, I'm aware of that.
Anyway, SC showed a great deal of flexibility in the past after implementing new, often loathsome changes. Remember the 250 chicken requirement? That utterly efficiently destroyed my chances for any premium valley reward. They lowered it to 100 and thus allowed me and my merry band of unwashed valley slackers to actually be able to reach the the 100 chicken goal. Barely. I WANT TO believe that SC set the EM limit this outrageously low just to tap our collective pulses and learn if it really is too low or not.
Dreams are still free, aren't they? :D
Like I have said, we need more data until we know for sure how it works, and what effects it had on players and bots. This is not something we will even try to analyze this quickly. We need at least 1 week of data to have something solid to work on.
And, now I am over 5000 posts on these forums. :cool:

I don't think I will regularly hit the 80 in a day. We are a small hood and help each other when it gets down to that last few for expansions. We each have only 1 farm.
One of the first things I was told about hayday was to NOT try to level up quickly. This wasn't a game that the faster you level up the better. Although i would love to have a more balanced drop on bem and semi, it's part of the "hunt" for those last few nails (we are convinced they are wrapped in duct tape and screwed to the boat below the water level!).
Anyway.... good luck with the data collection! :)
When players reach the 80 limit, we should see blinking red lights and hear celebratory music with trumpets. Then we see the following message: Congratulations for being a super awesome shopper! Now you must wait 24 hours and allow other players to be super shoppers. Thank you for understanding. :)
Credit for "bunnies" should go to forumites who used the term when they posted to the Clash of Clans subforum a few years ago. HD isn't the only SC game which was exposed to bunnies. Sadly, TOS-breaking Clashers used bunnies for farming elixir and gold and war attacks. Team CoC deployed the Pyschic Octopus to catch them and retired their accounts to banned camp. We wouldn't have known about it until they created forum accounts recently, begging for mercy and leniency from the game team and the community.

Game reset for my location is 1am, yesterday evening at 7pm I gave my daughter barn expansion but she reached the 80 limit before we finished. So a few minutes ago I tried to give her the rest and it wouldnt allow her to buy any more. So it did not reset when the game reset.
