I was on the global chat recruiting and i saw a guy who was selling a base. I took some screenshots and I think I read somewhere on the forums that this can be reported, how do I do this?

You can email supercell support from the gear button thing on the right side of the game screen
I have heard a few stories of ppl selling accounts to very satisfied customers. I never got involved, and i dont see a reason for you to get involved either. If someone is willing to take the gamble of buying someone's account, it's up to them to do their research and set up the deal. You just sound like a tattler running to tell teacher to me.
