As for buildings? MAX everything you possibly can (defenses, army camps, barracks, etc)
It will help you in the long run

Coming from a premmie th9, I would wait and max everything before moving up a th level.
Def max defenses before upgrading as you will have new toys at th9.
As for walls, it's a personal perference. I would recommend lvl 8 walls (aka skull walls).
You actually have quite a way to go to max TH 8 because the tesla's take ages. Also i would have said max your walls but most of your remaining upgrades are gold so... Unless you are gonna max your barracks you will probably have idle builders while doing walls so probably not worth it. If you started on walls early then it's much easier. Also high lvl walls are good because wbs only go so far. After that troops have to break wall by themselves. This is where high lvl walls help enormously. The tesla's are a must do for maxing them out because of their very high dps. Also the BK would be good to max out if you can because it really helps when attacking as a big damage dealer. All in all i think you shold stay to max out. The barracks being maxed (Both DE and normal) wouls also help a lot because you can queue more troops and make PEKKA/Golems in all barracks.
You don't have to max every wall but try 25%-50% of walls to level 8 then upgrade Townhall.
Maxing out is a yes-yes every time. (Except mabye to TH10.)
I voted to max, but you don't necessarily have to max literally everything. I'd say work on the teslas, air defenses, and barracks. It's up to you though.

work on tesla to level 6 all of em, barb king to level 10 which is max for th8. research golems, hogs, minions?
from what I see you are no where close to maxing. and you should max th8.
I maxed every single possible thing except Pekka level 3, Golem, Valk, and Hogs. I think it's worth it personally. I had 3-4 free builders for a month, but maxing TH8 is worth it in the long run. Got 9 days left on my TH upgrade, and have 13 walls left to do. Looking forward to TH9!
