Is this Incorrect Loot Calculation?

If you have 1 million gold in your storages....
At Town Hall level 5 you will have 200k of your gold available to attackers (20%)
At Town Hall level 6 you will have 180k of your gold available to attackers (18%)
At Town Hall level 7 you will have 160k of your gold available to attackers (16%)
At Town Hall level 8 you will have 140k of your gold available to attackers (14%)
At Town Hall level 9 you will have 120k of your gold available to attackers (12%)
At Town Hall level 10 you will have 100k of your gold available to attackers (10%)

If a you have completely full gold storages....
At Town Hall level 6 you will have 200k of your gold available to attackers (standard cap)
At Town Hall level 7 you will have 250k of your gold available to attackers (cap +50k)
At Town Hall level 8 you will have 300k of your gold available to attackers (cap +100k)
At Town Hall level 9 you will have 350k of your gold available to attackers (cap +150k)
At Town Hall level 10 you will have 400k of your gold available to attackers (cap +200k)

Recently, I was attacked by a player with Town Hall level 7. Then I visited his village and learned that it had two gold storages--one level 10 and the other level 11. Each contained 595,000 gold (rounded to the nearest 1,000), so the two gold storages contained about 1,190,000. Calculating using the percentage given in the forum about the changes to the loot system, I multiplied 1,190,000 by 0.16. The result is 190,400. Expecting to be able to steal at least that amount with the assumption that the gold mines are empty, I went ahead and broke my shield to revenge. To my surprise, however, the available loot was only 96,110 gold. What explanation is there for this? I have Town Hall level 9, but I thought the new loot system disregards the attacker's town hall level when calculating loot. The cap at Town Hall level 7 is 250k. Attached are pictures that prove that the information I presented is correct.

Loot penalty is for if you attack lower lvl, may I know got any link to find more about loot penalty?

What the others said. I wish SC had made it more clear, like written it with big, bold, red letters, that "the loot penalty has not been removed". This has caused many people who don't feel like reading long posts, to become confused...

If you attack lower lv town halls you make less loot due to the loot penalty. lots of people had already answered this but I just wanted to add in, Max your Base or be doomed to the loot penalty. :D

Because you're a TH9 (2 lvls higher than him), you'll receive only 50% of that amount.

One th lv lower is 90%
Two th lv lower is 50%
Three th lv lower. ? Well I can't remember but it ain't worth hitting thats for sure.

Town Hall and Matchmaking

There is a lot of confusion with regard to how Town Hall levels affect matchmaking. The short answer is, it doesn't. Matchmaking is based solely on Trophies. However, the loot available to gain is affected by Town Hall level. Players get reduced loot for attacking Town Halls of a lower level. The following table describes this reduction:
