I think it depends on townhall. If you're a th7 or new 8, I think it's fine. However, if you are mid-late th8 or above, lightning de should not be used in my opinion.

It's not cheap, lvl5 &6 lightning spells are exspensive.
The only people I really go out of my way to revenge are those that zap DE storage. Normally I will look at people's bases who have attacked me when I log in and either revenge then and there if they have enough resources... If they don't i will ignore them from then on.... For DE zappers I make it a rule to stalk them, checking more than once to pick the most opportune time to revenge.
it used to be worth it when you can get +50% ~ 100% bonus on TH differences, so you see a lot of bases with 2000 DE to loot/zap as a TH7. Now that's gone and you're going to spend a lot more time to find something worthwhile, do yourself a favor and raid properly for 500-1000 DEs per raid, it's less bothersome.
I only do it as a revenge on th9 or 10 that I would have a hard time getting to the core. But I don't zap & leave, I'll go for mines & collectors will mass goblins and a few wallbreakers while I'm there. It's about the only time I use lightning since I got the rage spell. Rage & BAM is the best!
