When I first started I happened to be in the AE area, so my locality is set to AE. I don't have a clue what everyone is saying as it's all in Arabic. Is there a way to change where the game thinks I am?

Go to settings in game, support. Email them with your issue, only SC can change it and they only do it once.
you should be able to change your language in coc.
Locality setting is different to just language setting. Depending on where in the world you open the game first determines its locality and local chat, leaderboards etc.Quote:
