depends on your base layout.
I would prioritise the mortar over a WT all day long.
wt are better in certain funnelin layouts cause they cast faster than a mortar

Mortar, their ability to change what a troop attacks is pretty valuable. Ive had it save my de storage on multiple occasions.
Mortar lv6 is archers breaking point. Do that
Wizard towers can one shot archers level 4 at level 5, so id say do that but then mortars are better if your going against any level 6 archers.
To what level?
Do you have a funneling base?
If they are both level 5, I would do wizard tower.

the thing is your base is going to get smashed no matter what, but it's better to lose to dragons than simple barchers. The first thing you want to max is the mortars so every TH9 would think twice before raiding your base with his 15 min cheap barch army.
Mortars are THE MOST important defensive structure without a doubt!Its large range is what sets it above the Wiz tower,yes wizard towers are good at taking out groups when funneled into a gap however the mortar is what does the heavy damage to an army
Mortors because th9's use a lot of lvl6 archers so if us are able to clean them up quickly then it will save u tons
