I don't think it's all about the loot penalty.
It's about maxing everything and the time that it takes. If you don't have everything maxed, that's just another annoying factor of X days that you have to spend on the next level. Get it? The TIME that you'll need to max everything out isn't going to decrease, but instead you'll be not at full power as you COULD be if you've waited another week or two before advancing.
Even though I hate to leave my TH7 base with only 1 air defense for the time that the other one is constructing, (which imo is very long from 3 to 4, and 4 to 5), I'm doing it so that once I'm TH8 I can put my 3rd AD under construction while I have 2 solid ADs working. That's just how I think and I hope that it'll work.
(I wouldn't care too much about the DE upgrades though, since DE can be a pain to obtain. I'm currently having my barb king put to sleep and once he's gonna wake up he'll be on level 4, and my minions are lvl 2 too, but to max out entirely I would need 2* 20k DE again [hogs lvl 2 and king lvl 5]. I'm not 100% sure that I'll be able to do that, and I won't wait for that if I max everything before.)
