How is it that im on silver shield 3 with a level 6 town hall and I. Continually attacked by silver shield 1 guys with townhalls level 7 ? I stand no chance at all

Just the way trophies work bro and any townhall is able to attack anyone.
Matchmaking is based on trophies. However, there is a loot penalty when higher TH attack lower ones. Hence the balance is maintained.
I'm sure you attack TH5 sometimes too. It's part of the game.
