Restarting only puts you further down the queue. Even if there are not enough clans at the end, you will be put in a smaller group. This has been discussed every season, check out Onyx's excellent analysis. Just be patient.
Luckily we found one after few hours. Try to search again after 2 hours.
We've been searching 8 hours now. If everyone just gets tossed in a match at the end, I imagine that can make for some very uneven leagues.

At the end of the signup period the game tries to match everyone remaining.
If there is an odd number, one unlucky clan will be left out (unless they've changed it without telling us).
