No, while I personally hate engi, the answer is in matchmaking, not forcing progress. More ppl will just quit if they can’t do anything other that’s upgrade. Tbh, I like farming, but I know a lot of people in game that can’t stand it. They would literally quit if they had to farm before they could war
Why? Even if you didn't place the building, but you have bought it, the weight will be added in your war weight. I can't find Darian his post. In his post he explained that buildings that are build, but not put down on the map will be added to your war weight.

Correct, that solves the issue of FUTURE engineers. Existing engineers, however, are not affected because they don't have any unplaced buildings. They engineered their bases before supercell introudced the requirement to place all buildings before upgrading your TH. OP's idea would target existing engineers
TBH, I can't see Supercell doing anything more about engineers.
They will die out naturally as a result of TH12 and CWL. And war matchmaking has improved immeasurably over the last year or so. We hardly ever see an engineered clan now, where it was every other war this time last year.
I wouls also hate to seeeither of the above suggestions, as I think the negative effects would far outweigh any benefits. Either if these would basically mean most people being unable to war for a few months any time they upgrade TH.
... but I agree with this more. The old extreme engineered clans are stuck at TH11, and are nearly irrelevant. Their offence is no match for TH12 bases, no easily anyway.
I now see lots of TH11 bases gradually upgrading their defenses, because they have given up being extreme lopsided.
I am yet to meet the mythical TH12 with all defenses built but left at level 1. I am guessing that it is somehow psychologically unsatisfying.

If you are seriously engineerd you do it to win wars at high levels. TH11 will be to low to achieve this. In CWL no advantage at all, you give 3 stars away to get 2 stars back (in all max TH12 wars). I don't see the need to implement other measures. In normal war I hardly see any engineerd clan anymore.

I agree the regular war matchmaker is much improved. I think many accounts will remain engineered, but not as many as existed in the past, that is for sure.
As for the above suggestions making people unable to war when they upgrade a hall, I agree that would apply to OP’s suggestion. It would not apply to my minimum weight suggestion of 90% of the prior hall’s maximum weight. A player moving to a new hall wouldn’t have any weight added at all unless they didn’t upgrade their defenses from the prior hall. The common suggestion of giving the hall itself weight does have that negative impact, though, which is one of the reasons I don’t like it (other than at th12 where the hall is a very powerful defense).
