Lowest actual level? Or town hall level? Not sure of actual level but town hall level is th7
There are a couple of guys in champ with no defenses, just the bare minimum stuff needed to max out their offense. I don't remember their clans though, but they were probably the lowest level champs. I'm sure someone will post here soon with their names/clans.

I do recall of meeting a level 48 in Champion league. Not sure if it's the lowest level, but it certainly is from what I've seen.
He is Code Red from Singapore Bros7.
He has literally one cannon and no walls. I'm not sure which level he is now though, it's been a while back. When I have time I'll show you the screenshot I took.
EDIT: Just looked at the clan - he isn't there anymore, but I have a screenshot for proof. Will edit back in a second.
