I think this is something everybody wants. To have your hero's available for war even if they are upgrading.
This will get more players into wars, as upgrading hero's takes a long time.
Your buildings are available during upgrades, so why not hero's.
Just make the hero's level, the current level.

This is why upgrade costs and times were reduced. Supercell also created the Book of Heroes to further reduce down time.
Book of Heroes was SuperCell's response to this long and heavily demanded wish. I think that marks their firm decision to keep upgrading heroes unavailable.
It might be worth asking for more Books of Heroes, or the ability to store more than one.
Also note that the blue worker potions speed up hero upgrades.

My fix would be how about a potion that we can use on our heroes while they are upgrading. It wont stop the upgrade time but what this potion would do is temporarily wake them for a hour or two making them usable at their current lvl while still upgrading. This would allow folks to use their heroes during war while they are upgrading. And once the time frame is up the hero will go back to sleep and continue with its upgrading.

The game is free to play. Many high level players have gems stored up just for this purpose, to carve a day or two or three off of hero times for war.
Making it even easier than they already have to upgrade heroes would mean fewer gems spent.
Fewer gems means the company makes less money, and the would not be good for the hopes of continued game upgrades and marketing.
