power potion doesnt discourage players from maxing their offense. the only problem is that it makes a negative effect in wars especially when the engineers are using them.
in my opinion, having a temporary hero boost in multiplayer is more forgiving from the defender's side than in wars. a max hero boost is ok for me as long as it can only be used on multiplayer, where we usually get raided with high heros anyway.
