I'm pretty sure the reason Clan Games aren't available until you're TH6 is because it gives lower level players something to look forward to. It would be a little overwhelming for new players to do Clan Games at such an early level, because a lot of challenges can't even be completed at lower levels.
It doesn't take a long time to get to TH6 from scratch anyway (around a month or so).
