Because Clash is game, not a social app.

There are plenty of 3rd party apps that you can use for private chat with other players. If private chat were to be implemented, lots of potential abuse would occur. The resources needed for this could be put to use improving the game.

Plus, A private chat space means more server space and that would increase the server running costs for CoC.
