It all evens out in the end. Yes, there is luck involved in any individual attack or defense, but over the course of a month long season, let alone playing for years, it all evens out. Also, it doesn’t matter anyway because if you are an active player you have no problem keeping all of your builders busy. Loot isn’t an issue.
If you cannot attack 10+ times per day, you don’t likely progress as fast as someone who does. That is a good thing. It should be that way.
If the player is 1-2 halls higher than you, there is a loot penalty causing them to take less loot from you than they would otherwise receive. Whether that player has low defenses or not is irrlevant. Search for an attack, use the next button a few times, find a base with a lot of loot and steal it. There is no benefit to stealing it from the player that previously attacked you. There are millions out there to choose from.
Why do you think the player’s defenses are “too low.” Too low according to whom? You could rush ahead like that too if you think there is an advantage to it, right?
If you are playing low in trophies you often can revenge. If you are playing in the upper leagues there is a delay built in to make it harder to revenge and that is needed to prevent players cooperating together.
