Barbarian king

I think the barb king must be upgraded to lvl 15 in th8 because it is too difficult to make barb king lvl 10 to 30 and archer queen lvl 1 to 30 in the9

This feature request for clash of clan is better located in the IfR forum or in the current QoL thread here.
Indeed a lot of hero levels are required in th9, but they are cheaper in resources&time than the higher levels in th10 and above.

What difference does it make WHEN he can be upgraded? In the end he still ends up needing to be upgraded 59 times.

Of course it makes a difference when it can be done. At the moment, you have a total of 5 levels of hero that can be done at TH8, then 50 levels at TH9. It makes heroes into the biggest bottleneck at TH9.

True, but if you take into consideration the amount of DE you can gain per raid at th9 vs th8 I can tell you that I would rather do BK levels 10 - 15 as a th 9 rather than th 8.

Indeed TH 9 has huge huge Hero Grind.

Total 50 levels. 20 for king and 30 for Queen.

I did my heroes to 22/22.

By that time I was done with all defenses, troops, spells, traps etc
Except walls.
65% were lvl 9 and 35% were lvl 10.

I was tired of dark grind and walls progress was too slow. (Back at that time lvl 10 cost was 3M resource)

I moved to TH 10.

Progressing at TH 10 became far far far easier than at TH 9.

And with the new update in reduction of time; progressing has became much easier.

In think when to take cost of hero levels vs ease of DE farming you could make an argument that th 10 is the best overall th to make gains on your hero levels

Imho you don't even need a bk at th8 to 3 star

On most of my accounts I pretty much followed a path of maxing at each TH. When I was at TH8, of course elixir overflows like crazy, but I found it to be a gold grind for the walls. I maxed my DE upgrades well before gold, so I'd support 5 more BK levels at TH8.

I've previously also supported a trickle down of lots of other stuff, just to shake things up and make the lower THs more interesting (and provide some relief to TH9). For example: Give one inferno to TH9, give one x-bow to TH8, give 5 or 10 levels of AQ to TH8, give L4 DE drills to TH8, give the bomb tower to TH7, give one tesla to TH6... etc etc. and of course trickle down some other defenses/levels and troops/levels for balance.

I do agree the th9 royals upgrade is huge, but I think th8 would be too easy with a level 15 BK. I also think a lot of players sitting on full dark and elixir while trying to finish their th8 walls would be better off moving to th9 and spending that elixir and dark elixir.
