Here's the biggest problem with the new system:

Notice the incentive for TH9 attacker to raid TH8 defenders. TH9 attackers get 116% more loot from TH8 defenders, compared to TH7 defenders. When evaluating whether to attack the TH9 or TH8 defender, the difference the TH9 attacker sees is only 29%. It's an even smaller increase for attacking TH10.
So why would a TH9 attacker attack anything other than a TH8 player? TH8 defenders offer the easiest targets for the fastest loot for TH9 attackers.
On the other hand, the TH8 attacker gets nowhere near the % jump in loot from lower level players, and instead only sees a 50k increase per level.
From my perspective, it seems like TH8 players are the ones who are really getting hurt in this new loot system.
I think a better fix to all of this would be to increase the league victory rewards. The current bonus for the gold league is so small that it is negligible, yet this is where a majority of TH7 and TH8 players seem to hang out. The bonus should at least address the difference in loot offered to higher level attackers which is:
TH9 v TH8 = 270k
TH8 v TH7 = 250k
Then the primary league reward for TH8 players should be at least 20k or higher to address the loot lost to getting raided by higher level TH players.
This solution is also more in the spirit of the game, which encourages attacking.
Finally, it might be incumbent upon Supercell to consider evaluating the cost of upgrades. When the cost of a single attack is greater than the loot you gain and risk (to a subsequent attack), the relative price of upgrades climbs drastically. Thus. reducing the price of these upgrades would help to balance the loot system.
